If you’re looking for a free website builder, there are many of it in Google which only requires you to register and after that everything is drag and drop. They have free templates you can use and some functions to enhance your website. I am not sure about the ecommerce though but you might want to do a little researh about it too.

You can try using free shopping carts such as Zencart, Cubecart and OsCommerce in creating your business site. These free shoppingcarts can easily be install using one-click installer such as Fantastico. You can find free templates and modules in the web you can integrate in your website but a good foundation in web development is required to customize your website.

Alternatively, you can use a complete hosted ecommerce solution provider that can provide your with hosting service, free domain, free templates to choose from and an easy to use sitebuilder for your ecommerce site such as BigCommerce. However, this option is a bit pricey compared to using a free shopping cart.

WordPress would probably be best for you. It has to be the most popular website platform out there. You can install it in less than five minutes and it has things like an account creation function built in. It also has many many plug-ins and themes available.

There are free shopping carts plug-ins for WordPress, and some you would have to pay for.

I don’t know which is the best, just do a little research.
